OK. GFlare in the GIMP is making wonderful corrections. It appears InkScape is making trace decisions based on geometry and colors. I'm getting marvelous results by working on smaller sections at a time and using layers. I'd say some node work and piecing the picture back together will make a great ...

I'm finding ways to make InkScape trace photo's. I'm still prepping this picture for trace using the GIMP. First, I tried colors independently. Now, I'm trying each object in the picture separately.
