Import the PNG and open a new layer. On the new layer draw the path you want with the Bezier tool. Type in the text and put it on the path, then move the path with the text on it using the Node Editing tool until it looks right. Finally make the opacity of the path zero. Job Done.

As a quick fix, you could try importing your PNG into something like Irfanview or Gimp and saving from there with a transparent background.

It shouldn't be too difficult to create a tool in php or python (or even JavaScript) to extract the required data from an svg file, but I doubt it's possible directly from Inkscape. As it's a very rare requirement I doubt that there will be the effort available amongst the Inkscape developers.

Doesn't Windows 7 have "Character Map"? It's on my 8.1 system.

OK. As it's Windows first thing to try is restarting Inkscape. If that fails restart Windows which usually fixes these things.
