Hi,
I'm sure this should be simple, but I can't figure it out and have spent hours reading tutorials etc. Please help!!!
I open .jpg file in Inkscape then trace it (I assume I'm doing this right) and then try to save in .eps format.
Inkscape claims it is saved but when I try to open it is still in .jpg
What am I missing here?

I'm unfamiliar with this program you are using, as i'm sure many of us here are. But I'll give it a go
First of all, when doing a save as .eps, be sure to get rid of any raster data before saving. By this I mean delete the pixel images you traced from.
Then drag select the paths you wish to save.
Hope these screenies help to show the settings I used.
Then:
I recommend that if you have text in your document, convert it to paths before saving as .eps
