Why does sometime Home not work but Page up does?
Why does sometime Home not work but Page up does for arranging Z order?

It's because when there is no object above or below the object you're trying to move up or down, then it will not be moved up/down by PgUp/PgDown.
So they work quickly to change the visual order, which is usually what people want (instead of the order in the SVG source code).
If you want the absolute level of objects to change, regardless of any overlapping objects, you need to assign a keyboard shortcut to 'stack up' and 'stack down' in the keyboard shortcust (Edit > Preferences > Interface > Keyboard shortcuts), or you can use the Objects dialog (Object > Objects).
