Though selected Menu items are blank and a DOS pop-up Window for Python appears when applying effects.

the white menu items is a vista thing, not a vista 64 bit thing....
and some of the effects use python so the Command box that appears is very normal....

Note that this is a "Feedback & Suggestions" section for InkscapeForum.com, not the Inkscape software. Comments such as this should be posted on the inkscape-devel mailing list if you want to ensure you're being heard by those developing the software.
