How to make geographic card?

Hello everyone,
At work, I'm asked to do geographic maps. Thanks to tutorials, I found "d-mapscom". But how can I work from those maps by making layers?

I'd work like this:
    Download a svg map from d-maps.com
    Open a new Inkscape document
    Use Menu: File>Import to insert the map into layer 1
    Add more layers for new drawing objects as needed

thank you for your answer. I will study it tomorrow (it's 11:09 pm in France ;) )
Suppose that on the map from "d-map.com" there are the name of towns wich I want to put in a layer like the towns I'm going to put a my map afterwards. How can I do it?

I would probably make a layer called "Town Names" and use the text tool to type the names there.
