When I upgraded recently to 0.92.2 from 9.2.1 (which was working) I now get the error "The procedure entry point inflateValidate could not be located in the dynamic link library C:\Program Files\Inkscape\libpng16-16.dll" and the program fails to load. I'm running Windows 8.1 64 bit.

When you upgraded to 0.92.2, did you use the new Update option? When you start to install Inkscape, at the beginning of the process, you see several choices. One of them is just to update, which installs on top of your older version, and the rest are for making a full installation. The update feature is new, and unfortunately has some problems.
So if you used the update feature, just uninstall Inkscape, and when you reinstall, use the full install option.
If you already did use the full installation.... Hhm, I guess I would still suggest uninstalling and reinstalling, as well. It sounds like a certain file can't be found. I've actually never seen that error message before, so I'm not sure exactly what it means.
If that doesn't help, then someone else will need to answer.

I'm fairly certain I did use the Update feature initially to install 0.92.2
I did the following and the new version works:
Uninstalled the entries for both 0.92.1 and 0.92.2 in Windows Control Panel, Programs and Features.
Restarted Windows.
Installed 0.92.2 again. That's it.
