I cant seem to get inkscape to print the full 13 x 19 inch files to my Epson 1430 printer. I have changed the paper size on printer setup ok and have scaled the file to correct size in inkscape but just cant get it to print on my films the large size. the size gets cut off where the default box in inkscape is. What am I as a IS beginner doing wrong? Thank you in advance

Inkscape tends to be kind of weak as far as printing.  If we can't make it work, we'll probably suggest that you use a different program for printing.  But first, I'm curious about this:

I want to understand what this is.  Can you show us a screenshot with that "default box"?  Or even better, share the SVG file with us?

My best guess is that's the page border.  And if your image is larger than the page, that could be part of the problem.  But seeing either a screenshot or the SVG file, we can be more sure than a guess  :)

    Can you resist my finger?
The way I do a proper print job using Inkscape is to first export as PDF file, and then print from PDF  :!:
At some time I might find time to write something funny at the signature line - for now I just gave the finger som resistance.
