Title: LPE ruler issue

Hi

I have an issue generating the ruler in the path effect, it doesnt give me the right lenght in mm, i'm using inkscape 92.2 version.

I found out that theres a bug  : https://bugs.launchpad.net/inkscape/+bug/1460858

They say it was fixed but for me i still have the same issue.

'Fix committed' doesn't mean that your Inkscape version will magically contain the fix.
You will need to use Inkscape 0.92.3 for this, which will, accidentally, be released today or tomorrow.
