Title: Document Properties does not do anything when clicked

I have been using the Edit...Document Properties to change to inches and size.
It has worked for about 2 months.
I tried to change the default.svg under templates to make changes so the file when opened would reflect the default I wanted.
..I have deleted Inkscape and re-installed with no change.
I tried to Google and find Default.svg to download but did not find it.

Any suggestions as to how to get Document Properties back

Hhmm, I'm not sure what you mean -- the icon is missing, or the menu item is missing, or the dialog is missing?  But all of those appear to me, when I look at the file you attached.

In version 0.91, all the dialogs are docked, by default.  So it might be that the dialog is opening in the docked position (on the right side of the canvas).

Or do you mean that your default.svg file is missing?
