Welcome to the forum!
Because everyone has a different reason to convert raster images (JPG is a raster image) to vector, and because there are a couple of different ways to do it, and because there are different tips and steps for each one, I wrote a series of tutorials. You can start with this one, and it will refer you and link you to the specific tutorial that you need. http://forum.inkscapecommunity.com/index.php?action=articles;sa=view;article=52 If you want to browse through the titles, start here: http://forum.inkscapecommunity.com/index.php?action=articles;cat=6
If you get stuck, please feel free to explain, and we'll help you get going again :)
Have fun!
