Title: Cannot access "OK' button on 'Document Properties.'

Tried to set document properties, a new page size. The dialogue box cannot be resized. The 'OK' button off the bottom of the screen, so I can't apply the properties.

I assume you chose the "resize page to selection" option. If you close that part, the panel will get shorter and the ok button will appear.
(Been there, done that.)

Welcome SRA!

The good news here is that there is no OK or Apply button on Document Properties > Page tab.

But on many screens, even ordinary 14 inch laptop/notebook computers, the entire dialog can't be seen.  Developers are working on a solution already, but I don't know when it will be ready. 

Counter-intuitively, docking the Document Properties dialog will allow you to see the last few options!  Do you know how to dock and undock?  If not, we can explain.  Or http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Anatomy.html#Anatomy-Dock

Fortunately, those last couple of options are probably not needed very often, if at all.  So you can undock after you finish.
