Whether or not the gear (based on 'Pattern along Path' LPE) is fully filled or not, depends on how the original pattern source was drawn (a single path, or a path with several sub-paths possibly using different path directions) and on how precisely the start and end nodes of the original pattern so...

I won't agree on degrading Inkscape into a Child's toy though Who dared to call Inkscape a child's toy? Let me at him! Grrr! Nobody did that...
