Yes, I can still move windows around - the top window bar works. There's no 'buried' dialog windows.
Downloaded 48.1, installed it, and it works! Not sure what the bug is, but it apparently has something to do with 48.2 .

When I have a new blank document open, it's like I get one shot with the mouse. I can get to the help pulldown and open the tutorial. OR, I can select one of the tools - e.g., the rectangle tool. It will select OK, but then the mouse goes dead. I can't draw a rectangle, or select any other tools or ...

I erased the preferences.xml file - no change in behavior.
I did notice one interesting thing though - If I DOUBLE-click anywhere on the Inkscape screen, it opens the preferences window. Nothing works in that window either, but it seems odd that it recognizes the double-click somehow.

Hi - Brand new user of Inkscape, but I've been using computers for decades. Downloaded Inkscape 48.2 from Sourceforge (an .exe file). Installed it on Windows 7 Ultimate. Install seemed to work fine.
