Pixels is an abstract size. The actual size will change depending on the resolution of the device. Yes, it changes. That is the nature of the beast. Nothing you can do about it.
If you want control over the actual size, don't use pixels. Use a real measurement.

24 bits per pixel is 8 bits per colour. And you cannot see more than 8 bits per colour. You can only see about 8000 colours, not 16 million.

Inkscape is a WYSIWYG editor. What you see is also the preview mode.
As for a print preview, monitors have lower resolutions than printers. That means what you see on screen will not be what is printed, ever.

If it's a raster image, you would be better off using a raster-image editor, like GIMP.

PDF is your best bet but they may not be able to do large paper sizes. As brynn says, call ahead and find out for sure.

Pixels are abstract and have no fixed physical size. Dpi only has meaning if the device has fix physical dimension, like printers or scanners. @shawnhcorey, Many of the trifolds and flyer templates I use were created in AI and need AI for editing. Nearly all of the templates I purchase were created using AI. I'm more worried about what a PDF of a trifold will look like. I need them to be of the highest quality to give to clients for printing. Printers expect 300ppi to 600ppi. Guess I'll make a few and print them to see what happens. If you save as a PDF file, it should save it as vectors, not bitmaps. ...

There is no ppi issue. Pixels are abstract; they have no size. Inkscape was always able to export to PNG. Choose File -> Export PNG image...
