Thanks, prkos. I understand that not all Inkscape features are part of the standard. I was just wondering if the reason for my problem is that the default SVG is plain SVG when using ctrl-S. Although it is highly non-ideal, it looks like I can avoid some of the problems by not having a margin between the flowed text and the containing shape. By locked down, I mean we all have non-admin accounts and there are many restrictions on what users can do. It's still a 64-bit install of Win 7, thought. I said "computationally" locked down because I wanted to avoid implying that we work in prison. The question about 0.91 was more wonder...

It did occur to me, that it might be the exporter, but there was no way for me to be sure. I have to adjust the text, so I can't convert the text to graphics. Thanks for looking in to it, however. As frustrating and time consuming that this has been, I didn't feel it was appropriate to blame Inkscap...
