Ok, after some more research I think I've sorted it. In Control panel, performance info and tools, adjust appearance and performance, I selected adjust for best performance. This seems to have worked, even though my screen looks like something from the 90's now. It seems that Inkscape and windows 7 ...

I use the mouse pad on my laptop, I don't have any issues when using photoshop though. I though it was just the software being different and me until it changed the other day.
Inkscape version is 0.48
Am running windows 7, advent laptop, 3gb RAM intel(R) celeron(R) CPU 900@2.2GHz
