I confirm the file is empty and nothing can be done to save this file.

Maybe you can recover previous versions of your work ("hidden" in a temporary directory or "deleted") using tools such as photorec https://www.cgsecurity.org/wiki/PhotoRec bu there's no guarantee at all.

What kind of filter are you applying ? Some filters (drop shadow...) need extra space around the image so that they can be applied. Some (inner shadow...) probably don't need these space but it is still there until you explicitly remove it. I don't have inkscape before me right now, but to remove it...

You right it looks like a general font issue with gtk (pango dll?) (and not only inkscape). What are you trying to achieve ? Unless you're trying to do compositing/blending (=merging a set of svg with html ) on the clientside I don't see what is the problem.
