Have you thought about using your clip-shape as a layermask in Gimp ? Just export your clip as a black and white mask and paste it into a layermask, then apply. I dont know anything about this stuff, but i wanna mention: there is an extension called Pixel Snap (under Modify Path) that aligns vectors to the pixel grid.

Why do you need to clip your image ? Cant you just trim it with Gimp ?

If you dont have the project file, then undoing the blur effect is close to impossible.
I'd rather try to find the original image.
Have you tried google reverse image search ? Or is that not an option ?

Here is one of said crazy effects (with a rasterimage as the base), and i think i know why it does that. Its because i resized the canvas to image size. It doesnt happen when i use the unmodified canvas.
