Paste into Layer

I am trying to figure out how I can paste something into a layer that I select before pasting. I tried Paste in place, but the copied image is not landing into the middle of the selected layer. Instead, it appears somewhere else. Please help.

Thanks for the answer. Although, I am not an SVG developer, I am a good JS one. The way I would want it is to first create a main drawing that would represent a power off state. Yes, that mostly worked. Unless I did it wrong when I was adding colors by first selecting a bucket tool and then clicking on the area to fill another border inside of the area was created first. Is there a way of removing the extra border?

Paint image

I have a black and white image. The image consists of a number of areas that are divided by black lines. I want to color areas between these lines into different colors. Any idea how to do that?
