Create the first layer, then create all the layer into it.
You just have to lock/unlock, hide/show the main layer.
A little edit : right clic on the layer et you have other option.

I didn't make the picture by purpose.

Hello, the easiest way to do it, it's by using the "Linked Offsets" option.
I didn't thing of it directly, but that work well.

It's why I've say it's not a function, but a way to create the document.
For exemple, for 2 A4, create a A3 and in the print menu, use "tile full page".
Just a trick, not a REALLLLL multi page, but multipage anyway.
