A possible solution: break apart the path (Ctrl+Shift+K), select the circle. hold Ctrl+Shift while you drag the bounding box corner handle in object select mode (F1) and then select both paths and combine them back together (Ctrl+K). Scale circle via path nodes porportionately
See the image below. I'm trying to scale just the inside of this gear (the circle) proportionately so that the gear itself is more narrow than it is currently. Or in other words, grow the size of the circle (or inside of gear). I've searched and fiddled to no avail. http://i60.tinypic.com/14xifz8.jp...
