on my home PC trace image dialog never appears, it appears on my laptop. My home pc do have two displays, but one is almost always turned off so i guess it was shown on the other one (second one is on the right of primary). My suggestion is to spawn dialog on same display where inskscape is running by default.
Both PCs are windows 7 x64.

This may or may not already have been suggested. You'd have to search Inkscape's bug tracker, and if it's not already reported, you could do so. https://launchpad.net/inkscape
