Not a bug (nor a regression in the development builds), rather a missing feature (IIRC already filed in the bug tracker): these handles of the parametrized ellipses/circles never snapped to snap targets (you can constrain the angle by pressing 'Ctrl' while dragging one with the mouse).

Please file a feature request for this. Inkscape currently cannot do this kind of "constrained snap" as it's called. It can only snap freely in two dimensions, or along a line or circle in one dimension. But this is not a circle, it's an ellipse... (probably it hasn't been implemented either when you're editing segments of a perfect circle like this).
