Both documents must be opened from the same Inkscape instance if you use 0.46 version. This means you open Inkscape and open one document, then using File > Open Recent or File > New open the other. It doesn't work if you independently open two Inkscape windows, for example by clicking on Inkscape icon on your desktop, and then clicking it again to get a second Inkscape instance.

This has been fixed in the development builds.

You can do File > Import.

This is fixed in the upcoming version of inkscape (0.47), which is being released in a few weeks. You can already download an almost stable version of it from the main website http://www.inkscape.org

Go to this page and download the one that was modified most recently (e.g. the one that was last modified on 17th June). You may need 7-Zip to extract the files if your archive manager doesn't support that archive type. Please note that this package doesn't need to be installed. When final version is released it'll come with an installer

A copy of my answer from a other topic:

If I open two different document with double click from a file manager I can't do cut and paste.
But if I open the second document "from the first document" (File/Open....for example) I can do cut and paste, on my machine.

Ubuntu 9.04 64 bit/InkScape 0.46
