What I use:
* Mountain Lion 10.8.3
* Inkscape 0.48
* 3 files for Inkscape exension to export TikZ code (tikz_export.py, tikz_export_effect.inx, tikz_export_output.inx) (A bug has been dealt with following https://answers.launchpad.net/inkscape/+question/194132)
What I got:
* Exported files are saved in a folder (HOME/.config/inkscape/extensions/) where those three files for TikZ export extension are located.
What I want to know
* ways to change/specify a folder where exported files are saved.
Can anyone help?

I`m not familiar with the extension but perhaps you skipped this one:

"USAGE
If the extension has been installed correctly, you will find the exporter in the Effects -> Export -> Export to TikZ path... menu.
You can also select Save As and select TikZ code as output format.
If any objects are selected, only the selected objects will be exported. If no objects are selected, every object will be exported..."
I`m pretty much sure you`ll be able to chose directory, since it usually opens the whole Save As dialog box. ?!

Your are right.
In the first place, I only tried Extensions -> Export ->Export to TikZ path... on the menu bar. In this case, there was no "Save As" dialog box.
But as you suggested, I was able to do File -> Save as -> (choose TikZ). I overlooked this route.
