How to Blur Only 1 Side or Part of an Object

Hi Friends,
While working on a very difficult and challenging image (trying to reproduce a photo), I came upon what they call a "quick and dirty" workaround. Here it is:

Is there a way to re-load this, a bit smaller? I can't view the right most part of the wording.

Just a quick note;
I just did a view>"zoom-out" one click, on my browser here and everything came into view nicely.
Although I did have to zoom back in there after...
