I have been working on creating my own SVG files to use as SCAL files and so far so good. I encountered on some of them that the cutter will continually cut the same form over and over and over again and again. At first I thought it was because the outline line was too thick but know I am not so sure. Has anyone had that happen to them?

Yes, we're having the same issue basically (see my post about the Cricut).
I'm new to Inkscape, but from what I'm thinking/seeing is that I used the ink pen to draw a design (directly on the screen) and that seems to have a double line rather than one line. I wonder if we should be using the bezier or pencil tool only to draw. What are you using to draw with?
Also, it helps to use Simplify (the path) when done to make it smoother.
