Upon installing inkscape on my new Windows 10 PC, I found that the apparent size displayed when creating objects is wildly different from the size hat the program wants to export. Additionally, when dropping image files, such as JPGs and BMPs into a project, the working size is wrong, but the export size displayed is correct. Currently the porject size is less than 1/3 of the export size.
Previously on Windows 8, when I created objects in inkscape, imported image files, and exported, all of the sizes were the same, and imported images automatically displayed at the correct size when drag-dropped into a project.
Because of the work I am doing, I need the working area, the exports, and image files imported to all be the same scale, and accurate to the scale of bmps or jpgs that I import.

I have not really messed with the settings much, but the few things I did do (mostly fiddling with the import preferences, and dpi) have not been helpful.

1000mm = 3780px @ 96 dpi.
(rounded for export, since partial pixels don't exist in real life.)
If you set the Tools Control bar to px it would show 3779.528px for each side of the 1000mm square.
If you could also share an example svg here, that might help to get you back to the mode you're accustomed to working.

Installing Inkscape on a new PC would mean that all the preferences you were using on your older computer are no longer there. You could bring them over, if you want to, if you still have access to the old computer (and if it still works). Let us know, and we'll explain how.
One of those preferences is the zoom factor. By default, Inkscape opens at 35% zoom. Your description sounds the most (to me) like you are working at 35% zoom. So you can just set that to 100%.
Installing on a new computer probably means that Inkscape will automatically be set for 96 dpi. But it certainly can't hurt to double-check on that. The main place to check that will be File menu > Export PNG.
You didn't say what your previous version was, so I'm not sure if you've seen the Scale Factor in Document Properties > Page tab. If not, and you want to work in mm, then you're golden. But if you want to work primarily in pixels or other units, you need to go to Document Properties > Page tab > Display Units. That is at the very top of that dialog. You may also want to set the page size to whatever units you choose. But the Display Units is the most important to change.
Change it to whatever units you want. And then look about halfway down that dialog, and set the Scale Factor to 1.0. This will make sure that you're working as closely as possible to the real life units.
If you change the Display Units but not the Scale Factor, you will have problems similar to what you've discribed. And really, your problem could be some combination of all these things. It's hard to guess, without knowing your old version and new version. And we're still probably guessing. But it shouldn't take very much trial and error to sort it out.
Oh! Now that I look at your screenshots, you're working at 4.4% zoom (you're zoomed way, way out). So now I'm thinking that the zoom is probably not the source of your problem. Now I'm guessing it's probably the scale factor, especially if you changed the display units.
