Perhaps you can tell us more specifically what you need to know how to do. If you can't tell us that you should start with the Inkscape Guide

Thanks for your fast reply. What I want to do ist to draw maps the fast and easy way, and therefor i need some hints how to start. for example, waht do i have to do to get such a map as the one on the image I posted before.

I obviously didn't clarify well enough why I didn't answer your question originally and pointed you to the topic on "how to ask questions the smart way" 
What you're asking is not too different to asking someone how to draw a human figure, or build a house. It's not the kind of question that can be answered in a paragraph--especially if you don't know how to use a hammer. Some people would go so far as to write a book to answer such a question. You wouldn't need a book to answer your question, but expecting a complete A to Z guide on how to draw a map for someone who hasn't demonstrated any knowledge of the product is beyond the support you should be expecting here. That's why I provided a link to the the Inkscape Guide--a question so broad can only be answered by a guide that is so broad.
My advise, go in head first. Draw a map and when you get to a point where you don't know how to do something specific, come back and ask.
