What you're asking is not too different to asking someone how to draw a human figure, or build a house. It's not the kind of question that can be answered in a paragraph--especially if you don't know how to use a hammer. Some people would go so far as to write a book to answer such a question. You wouldn't need a book to answer your question, but expecting a complete A to Z guide on how to draw a map for someone who hasn't demonstrated any knowledge of the product is beyond the support you should be expecting here. That's why I provided a link to the
the Inkscape Guide--a question so broad can only be answered by a guide that is so broad.
My advise, go in head first. Draw a map and when you get to a point where you don't know how to do something specific, come back and ask.
