New to Inkscape

What is the purpose of the Page Border which sits in the middle of the screen every time I open Inkscape?

Also I try to set my preference to inches as the default in the Document Properties but every time I start Inkscape the pixels is the Default

Its just a visual indicator of the page.

to make the preferences stay in inches, you need to save the default doc.
