I'm new to inkscape and currently running 0.46 on winxp.
The trouble is that I don't get very far before hitting some bug.
I was wondering if 0.46(stable) is more 'stable' under one variety of *nix or another.
Is inkscape more stable under differnt OSs?

Stability issues aren't reported too often, so I've never seen a trend of offending OSes. You might just need to delete your preferences.xml file and let Inkscape recreate it.

The difference shouldn't be very big; most stability issues will occur on any OS, although some posed the hypothesis once that Inkscape is more stable when run on Linux because most developers are using Linux. Don't know if that's true though.
From my experience however, Inkscape v0.46 is quite stable overall. Probably you're running into the same bug over and over again? If you can reproduce it easily then you can probably also avoid it quite easily. And if so, please report it so that it can be solved! As a workaround, you could install a nightly build in parallel. Likely your bug has already been solved. You will get quite some other bugs in return though, but you will also benefit from a huge number of new features

Inkscape .46 has a bug which crashed it fairly often, when you move nodes or node handles under windows. I've heard that linux does not have that bug. So for .46 it might be more stable under linux than windows.

I use Inkscape pretty regularly on WinXP (work) and Ubuntu 8.10 (home) and I would have to say that the Linux version is less crash prone and more stable in my experiences. I get occasional power exits on the WinXP version. Overall, I'm pretty satisfied with the WinXP version, though.

I guess I'll look into setting up a dual boot to add a linux option and try that for a bit.
