I am new. I cannot figure how to create a line of a certain dimension, such as 1". I have looked at a number of videos and the manual, searched this site and googled the question. I am trying to make a rectangle with an ellipse as the top edge. I can draw the 3 straight lines and make an ellipse that fits the top.
How do I draw the lines that make up the side a certain length? I want to then export the diagram to to cricut cutter.

I'd draw a rectangle and size it with the rectangle controls, select-tool control tools or transform panel. Then I'd convert the rectangle to path and then I'd add the ellipse. Combine/delete paths as needed.

There are a number of ways to make that object a certain height (or width), including what tylerdurden suggested.
With the Selection tool enabled, and the object selected, there are X, Y, W and H fields on the control bar. X and Y control the placement on the page. And W and H are width and height.
Another way would be to find some way to use Guides or Grids. You can drag a guide line, seemingly right out of the rulers. Position the mouse over a ruler, press the mouse button and drag the mouse without releasing the button. You'll see the guide appear, then you can release the button. Double-click on the guide to set a specific position for it. If you drag the guide out by starting near the end the ends of the rulers, you'll get an angled guide.
Snapping is often quite helpful for achieving specific size and/or position of objects. It's a little bit tricky for newbies, but with patience, it's a great feature.

I'd copy one object, click on the lock icon in the selection tool, then select the other object and go to Edit -> Paste Size -> Paste Width.
Something doesn't work? - Keeping an eye on the status bar can save you a lot of time!
