the effect is achieved by creating a facial hair brush and then painting a beard on the image with the help of adding random options like size, jitter and colour variations via the brush menu
tried to imitate the technique in Gimp with Brush Dynamics
it kinda works but the dynamics in Gimp arent as sophisticated as in PS, because you cannot finetune the options for a mouse
next i was wondering if this could be done in Inkscape with the 'Spray Tool'
i've never used the Spray Tool before, so maybe ask all the board vector-veterans if they think its possible

I think it should be possible, although some other similar tools might work better (tiled clones with high randomization, pattern along path). I made this small example pretty quickly with the spray tool. It would be like a short or scruffy beard.
I think what I might do, is take a small section of that sample, and use it as the pattern, for pattern along path, to have sort of a brush. Then you could sort of paint the beard on.
Or I could select a section of that sample, and paint with that selection, again using the Spray tool. For myself, I find the Spray tool a little hard to control, which is why I might use PAP instead. Plus, spraying copies or clones can tend to bulk up the file size, pretty quickly.
But I'm sure there will be a plethora of responses, from other members, with much better techniques
