From inkscape, I exported a PNG image of 20x20 inches size. Now, what is the best way to print it to the same scale?

Since you've exported it as PNG you don't want to print it using Inkscape--at least I don't think since I would expect it to be easier to print with a bitmap/raster application now.
You didn't say what OS you are on, but you can print it from pretty much any Bitmap/Raster program you like. All half decent graphics software will respect the size and resolution embeded in the PNG when printing. If not, they'll still let you set the print size.
Most people here would recommend using GIMP, but I think GIMP is perhaps too complicated for someone who doesn't know how to print a PNG, so I would recommend Paint.NET if you on windows. If you don't want to install any software, you can right-click the file in Windows Explorer and select "Print", but I don't know if it'll get the size right.
