Hi,
My operating system is Windows 7 Premium right now and I'm thinking of getting Inkscape. Is the regular inkscape download safe to use and compatible for Windows 7 Home Premium?

I'm not on Windows 7 but from what I've heard it's not any different than on any other system.
What exactly do you mean by "safe"? Bugs are always possible, it's always good to save your work often (in any software) and activate Autosave in Inkscape preferences just in case a crash happens.

I'm using Windows 7 Home Premium 64-bit (laptop), and haven't had any problems. Although I don't think problems are even to be expected, as far as OS.
