and i can do it in Gimp but the results are not of very good quality, because its not vector.
Can you transform shapes with Polar Coordinates in Inkscape ?

About what timestamp is the part you want us to see? It's 20 minutes long!
I assume you're not asking about flipping vertically? But I'm not sure what transforming with polar coordinates means, exactly.

the bit im talking about happens at 3min - 6min.

I don't know of any tool like that with Inkscape, but there could be. I know there's an extension for making polar grids, so it might not be very hard, for someone who knows the proper language(s) to upgrade that extension.
Jabierxto has been making some awesome new path effects! I don't know if this could be done with a path effect, but I'm not exactly knowledgeable about programming.

I'm not sure if in the video in the first post the effect that it's shown can be called a polar transform.
Anyway, it seems to me that using the "Bend" Live path effect you can achieve the transformation that we see at the begining.
The skeleton path must be a circle, or ellipse

Well, they call it that way in the tutorial.
The Photoshop filter is called Polar Transform and the Gimp filter, which does the same efffect, as well.

i tried it, and i works indeed

it has a few limitations, but its a good workaround
