Setting document default units and Custom page size units to inches/mm/etc...

Any use of "resize page to drawing or selection" button reverts Custom Size panel units to px.
Entering margin values using above button only makes changes in pixels units, e.g. attempting 1" or 1mm margins results in 1px margins.

Can anyone confirm/replicate?

According to your signature you are using Inkscape 0.91pre2: please update to the current prerelease version (Inkscape 0.91pre3). This has been fixed after Inkscape 0.91pre2 came out (bug #1310787).

Known missing feature (bug #1379255), not implemented in latest prerelease version (Inkscape 0.91pre3) either.
