Document defaults when opening a non-inkscape document

Hi all,

Is it possible to define the default document properties that are used when opening an image or drawing that was not originally created in Inkscape?

For example, when opening a JPEG, GIF or PNG file or similar that I want to use as the background for a drawing I am about to create. Or when opening an SVG file that was not originally created using Inkscape and so the file does not have settings such as background, border, snap settings, etc embedded.

I am using the 32-bit version of Inkscape 0.48.4 r9939 running on 64-bit Windows 7.

I have configured my default settings by saving my modified template file to the following 2 locations:
C:\Program Files (x86)\Inkscape\share\templates\default.svg
C:\Users\<user>\AppData\Roaming\inkscape\templates\default.svg

This produces the desired defaults when I open a new instance of Inkscape or when I start a new drawing. However if I select "File => Open..." and select (for example) a PNG file, Inkscape starts a new drawing with the PNG image embeded and the page size set to the extents of the image. This is what I want except that all the other "Document Properties" do not match the properties specified in my default template. The properties adopted appear to be the same as the default properties that are defined when Inkscape is first installed.

Is there anywhere that the default document properties used when opening non-Inkscape documents can be specified?

I know I could achieve the same result by creating a new document with the correct defaults first and then "import" the non-Inkscape file. The difference with this method is that I then have to set the page size to match the image imported. Also the initial default "save as" location is now the default Inkscape location instead of the location of the original image. These are minor inconveniences I know, but as I am dealing with a significant number of images/drawings I am trying to make my work flow as efficient as possible.
