Is it possible to alter tooltip properties (Object attributes > Title) within Inkscape, eg

...from your question I assume that you already have an SVG which contains a tool tip?
maybe something something like this...?

Actually, about creating SVG with tooltip with a quick search so far I haven't found too much useful information in the Inkscape documentation. Let me know in case I missed anything...
In general, to change your text e.g. from "North East Scotland" to "Eastern North Scotland"
1. you can use the Inkscape XML editor (Shift+Ctrl+X)
2. or basically any reasonable text editor to edit your SVG

...ahem...well, if I open and modify for example the above linked SVG with Inkscape and save it with Inkscape it seems to get messed up and the tooltip does not show any more. I don't know why.
So, if you only have to change the tooltip text, just take a reasonable text editor, search for the tooltip text and change it.

...a while later... if in Inkscape you "Save as" Optimized SVG with the default settings... it seems to work...
crazy... pretty confusing and not obvious to find...

If the tooltips are in fact just the object titles, the object properties panel can be used to revise and "set" the title and resulting tooltips.

To style a tooltip / title attribute for use with the web, you'd need to do that via a CSS rule that applies to your SVG file.

Thanks for the responses guys. At the moment, the tooltip (which is also a link) is generated from the Object attributes window 
If this can't be styled inside Inkscape or by css, perhaps there's a better way of doing it?

I thought the linked page said it can have styles applied... So it doesn't work?
