I have a PDF, when I convert it to SVG via below command it get vertically flipped. bellow is the Command and PDF.
Command: inkscape.exe -f input.pdf -l output.svg

System details.
Windows 10
Inkscape 0.92.3 (2405546, 2018-03-11)

There's not much you can do about it, except for adding commands for selecting all, grouping, flipping the group, and only then saving as plain SVG.
And of course, checking the bug reports for an existing report, and if there isn't one, create one at https://bugs.launchpad.net/inkscape (please attach a file that exhibits the issue).

Something doesn't work? - Keeping an eye on the status bar can save you a lot of time!
