Can anyone tell me how to posterize a photo in inkscape?

It might or might not be possible to do this with Inkscape. It depends on what kind of photo it is. If it's like a family photo or a landscape, or anything that's a very complex image, maybe not. But if it's like a photo of some kind of graphic or simple drawing, it might work.

You would import the photo into Inkscape. Then use Path menu > Trace Bitmap to convert it to vector. Once it's converted, you can scale it to the size you need. Here's the manual info on how to use Trace Bitmap: http://tavmjong.free.fr/INKSCAPE/MANUAL/html/Trace.html

The reason I say it might not work, is because Trace Bimap is not meant to accurately reproduce photos. You can read more about it in the manual link above.

Hmmm. I think we'd be pushing the parameters of Inkscape a bit beyond it's intended purpose.

This kind of job would be far simpler in a software package that's designed to manipulate photos. In particular: The GIMP.
