I opened your file, and before anything else, you do know that if you convert text to paths, it will be grouped, and no Boolean operations work on groups, right? Either ungroup the the former text object, or better still - don't convert it at all, the boolean ops should work on the text without doing so. Save yourself the trouble!
Off topic:
The dev versions are prone to strange behaviour, as I am sure you know.
The couple of dev versions I have on here do this operation without any problem.
The recent dev versons do have a problem with preferences getting corrupted and incompatible 'keys' files (AFAICT).
The solution for me has been:
1.Delete any custom 'keys' folder from your personal appdata/inkscape folder.
2.Then delete the prefs file as well from that folder.
3. Now it should work well, You can use the dialog from the prefs to program your own keyboard shortcuts etc. The new way that Inkscape reads and writes this file is much more compact.
BUT!!! don't open any older version of Inkscape, and if you do, definitely do not open your prefs dialog. (Even if you don't your prefs will probably become corrupted. You just have to pick and choose the version you wil be using and only have the old ones around for emergency use only.)
This is not an official Inkscape solution and I do not compile my own nor do I do any programming or modification.If you want to see a very interesting change, try using the spacebar while typing with the text tool! Hope someone's working on that, eh?
