HI.........
I am trying to create a printable document that will be 8.50x11.00 inches when emailed. It needs to be printable for someone that does not have Inkscape just simply Adobe Reader.
I create a document in Inkscape at 8.50 x 11.00 inches. Export Bitmap as a PNG 8.50x11.00 inches, 300 DPI.
I then import that document back into Inkscape. It comes in at the correct 8.50x11.00 inches. Then from the drop menu File--Save As--Save As Type = Portable Document Format (PDF).
Problem: When I open the PDF with Adobe Reader (Adobe Reader updated today to 10.1.8) it changes the size to 8.27 x 11.69.
I do not have any other programs such as Photoshop or Adobe Illustrator to resize and save just Inkscape and Adobe Reader.
I have googled myself silly trying to find the anwser. If someone has an anwser I would greatly appreciate some help. If someone knows for a fact that Adobe Reader just won't work with Inkscape I would appreciate knowing that to.

This might be Acrobat Reader trying to "outsmart" you!
Due to problems like this I have switched from Acrobat Reader to Foxit Reader,

Sometimes to get sizes right I use Foxit Reader PDF Printer to create the PDF file instead of using Inkscape's "Save as".
In this way I can save the PDF file in A3 size even if the document properties is set to "Letter" in Inkscape.
For your workflow, why do you; Export to Bitmap - Import the Bitmap - Save as PDF?
You can skip the export / import steps and just save as PDF straight away?
Or Am I missing something?

What saving options did you use?
First you have to set the right page borders at the document's properties panel (Shift+Ctrl+D), then
when saving as pdf, set the area to be the page.
