All my files have been changed to text files and I don't knnow how to get them back to svg's

I guess the file association is wrong, SVG is actually a text format, only certain applications give you nice interface to edit it "graphics mode", one of those is Inkscape.
You need to associate SVG format with Inkscape 0.47 so they open in it automatically, I'm not sure how this is done in W7, google it?
You can still open those files in Inkscape, just open Inkscape first, then use File > Open and navigate to the files to open them.
