Create Vector Outline

I am a newbie and need some help figuring out this issue. What I am attempting to do is mount a print out of a raster image on a substrate and cut it out on my CNC machine. My idea as to how to accomplish this was to remove the background from the subject in Paint Shop Pro. Import that to Inkscape, add registration marks and send it to the printer. The print out is then mounted to the substrate. Meanwhile my hope was to create a vector outline only of the image and export it to Cut2D. I could then mount the substrate/image on my CNC, use the registration marks to align the cutter and image and cut the thing out. The goal is to end up with the substrate/image and no background, basically a shilouete.
My problem of the moment is that I have been unable to get Inkscape to trace a silhouette vector. When I use Trace Bitmap the result ends up with a lot of vectors with in the image and dozens and dozens of unclosed vectors making up the outline. I am sure I could manually close the perimeter or even freehand draw a perimeter but I have a lot of these to do and was hoping there was a more automated may to accomplish this. Any suggestions would be appreciated.

I am hoping to get into the CNC-game later this year!

You can use Inkscape to produce G-code.
Have a look at the extension repository

Chime back with progress - would like to see the "final product"!
Do you care to share your CNC setup? Like what type of machine - drivers etc.
