Just started to use inkscape, when i click the rectangle tool and then click and drag on page all i get is a dashed border with the small squares and circles to resize and radiate corners. I cannot get a radius on corners by dragging down+ctrl

I know this will be something you will laugh at and will be something very simple, but please heeeeeelpppppp!!!!

Usually this kind of problem means that the Opacity of the object is 0. Can you check if that's the case?
just hand over the chocolate and nobody gets hurt
