Hold alt and left-click twice on it (first click will select the top rectange, second the middle one, and a third click will select the bottom one).

Ok, shift+s allows the rotation. Thanks.
By they way alt + left mouse click is not universal shortcut, for Linux you need to also press windows key which is sometimes called "super" key.

You could also switch to outline view and select it directly. Once it's selected and you've clicked a second time to switch to rotation mode (or used shift-s) you can change back to normal view if you want, and still be able to rotate it.

Even cooler than that is Alt-scrollwheel to cycle select all items under the pointer (it even reduced the opacity of all the non-selected ones while cycling)

alt+mousewheel up scrolls the page up, down scrolls down. Same with super+alt+wheel

Note: This feature is only available in development snapshot builds of the next major release (Inkscape 0.49)!
