I enjoy using inkscape and whilst I am still learning its capabilities, there is one particular issue I have.
Sometimes, when I create a box or other shape, I want to rotate it to different angle
Using the select and double clicking the shape brings up the rotation/skew arrows, but instead of rotating the shape, it merely resizes it. Copying the shape to a new sheet/file does not clear the issue.
My system is a Windows 7 Ultimate / AMD quad core / 4 GB memory / Plenty of HDD space
Can anyone help?

Hhhmm....if you technically do a double click, it will either switch you to the Rectangle tool, or if the rectangle is a path, it will switch you to the Node tool. And that's even if you started with the Selection tool. So you have to click twice, a little more slowly than a double-click, to get the rotation handles. When you do that, you see the arrows change. If you click once, you'll see all the arrows pointing inward and outward. After the 2nd click, the arrows will become perpendicular. The corner arrows are literally bent around the corner. Once you have the bent arrows, you'll be ready to rotate.
