I want to rebuild this logo Image

How do I make this simple text effects with Inkscape?

If you go to Help menu > Inkscape Manual, and find the "Quick Start" chapter, it contains a number of great introductory tutorials. There is one in particular that covers the text effect that you want. I'm sorry I don't remember the name of it, but I'm sure you can find it by browsing the tuts.
